Chapter 757 covers multiunit and HOA pools, not yours
Texas Health and Safety Code Chapter 757 is the state's pool barrier law, and it applies to multiunit rental properties and HOA-owned pools. It does not regulate a single-family backyard pool. If your pool belongs to your own house, the state code isn't the rule that governs it, however often it gets cited as if it were.
Your city, not the state
Residential pool fencing in Texas is governed city by city. What your city or your HOA requires, height, gate direction, latch placement, is set locally, and it genuinely differs from one place to the next. The honest answer to "what's the rule" is "check with your city," not a number on this page, because a number here would either be wrong for your address or right by coincidence.
